New Regulations Summary

On 1999-Jul-29, the EUB published Guide G-60 "Upstream Petroleum Flaring Requirements". This guide goes into effect on 2000-Jan-01. The Guide allows for either the metering or estimation of flared and vented volumes. In general, the EUB requires that routine or continous flare volumes in excess of 500 m3/day must e metered. The EUB had detailed specific requirements for estimates of flared volumes. The minimum expectations for estimating flare or vent gas volumes are:

1. Estimating systems must account for gas flared or vented gas (expressed to the nearest 0.1 103m3/month) from the facility, including routine, emergency, and maintenance operations and depressurizing of vessels, compressors and pipelines.

2. Estimates must be based on calculations that account for the volume, gas composition, temperature and initial and final pressures of systems vented or depressurized to flare.

3. Procedures for estimating vented or flared volumes must be developed by a qualified technical person, documented, and available for inspection by EUB staff.

4. A formal system for logging and reporting flaring or venting incidents must be in place and include procedures for reporting the information to staff responsible for preparing EUB's statements.
