PRELIMINARY
DESIGN - DISTRIBUTED CONTROL SYSTEM Koch
Refinery Company - St. Paul, Minnesota
Emerson
Process Management was asked to provide preliminary engineering and a detailed
estimate to design, install & start-up two new Distributed Control Systems
(DCS) for Koch, an upper mid-western petroleum refinery. The first DCS project
would replace the existing controls in the boiler house. The second DCS project
would replace the existing controls on ten operating units. Both projects included
preliminary design and estimated construction cost for new separate control buildings.
The client selected the DCS manufacturer prior to Emerson's involvement, as the
client has an existing installed base of Fisher - Provox equipment. Emerson developed
the Input/Output (I/O) count based on Process and Instrument Drawings (P&IDs)
and Instrument Index, and included I/O type: Analog, Discrete, etc. These
projects were completed within budget. The detailed estimates were within 5% of
previous estimates. Below is a list of activities performed on this project.
- Mark-up P&IDs with DCS symbols
- Develop I/O count
- Estimate
Provox Hardware quantity
- Design scope of work and project execution
proposal
- Develop electrical contractor preliminary bid package
- Develop
specifications and preliminary design of new buildings
- Present preliminary
designs to contractors and ask for bids
